In order to speed up the construction of higher education teachers who are suitable for quality education and the cultivation of innovative talents, the State Council and the Ministry of Education have formulated relevant regulations such as the “Teacher Law of the People’s Republic of China” and the “Trial Regulations on Teacher Positions in Higher Education”. In the second half of 2019, a pilot reform of the teacher management system was carried out nationwide. A series of adjustments and reforms have been made to the content related to teacher development, such as the qualification of teachers and the evaluation of professional titles.

   Through research and learning in this field of education, we train high-quality professionals to formulate and solve complex scientific and practical problems of public administration, organize and conduct research, management and administrative activities, and in the future, we will train students, related personnel or educators who need public administration and administrative fields.

3. Introduction to Doctor of Public Administration and Management (Education)
   The TNU public administration and management doctoral program lasts for 3-5 years. Each semester from 1-4 semesters has 2 weeks (ie Chinese winter vacation and summer vacation) to study and research theoretical knowledge at TNU. The courses are taught in English and are fully equipped with Chinese translation; the rest of the time, students can keep in touch with their advising professors through communication software such as email and Skype, and independently complete their homework, practice, and project research. During this period, TNU International Student Management Center will provide study guidance consultants to assist students. In the 5-6 semesters, you can choose to go to Kyiv, Ukraine for 3-12 months (according to the actual situation of the students) to complete the graduation thesis and thesis defense. The dissertation defense can be in Ukrainian or Chinese or English according to the request of the defense committee. For Chinese and English responders, the content of the defense must be translated by a translator. After completing the studies, the status of a European doctorate is obtained and his education will be recognized by the Ministry of Education.
